REGULATIONS ON ÇANKIRI KARATEKİN UNIVERSITY DISTANCE EDUCATION CENTER

FIRST SECTION
Purpose, Scope, Basis and Definitions
Goal
ARTICLE 1 - (1) The purpose of this Regulation is to regulate the principles of Çankırı Karatekin University Distance Education Application and Research Center established within the body of Çankırı Karatekin University, the principles regarding the fields of activity, the management bodies, the duties of the management bodies and the way they work.
Scope
ARTICLE 2 - (1) This Regulation; It covers the provisions of Çankırı Karatekin University Distance Education Application and Research Center regarding the objectives, activities, governing bodies, duties of the governing bodies and the way they work.
Rest
ARTICLE 3 - (1) This Regulation has been prepared on the basis of sub-paragraph (d) (2) and sub-paragraph (2) of the first paragraph of Article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 - (1) In this Regulation;
a) Supervisor of the Unit: Dean, Director, Head of Department affiliated to the Rectorate,
b) Center (ÇAKUZEM): Çankırı Karatekin University Distance Education Application and Research Center,
c) Director: The Director of the Center,
ç) Rector: Rector of Çankırı Karatekin University,
d) University: Çankırı Karatekin University,
e) Board of Directors: Board of the Center,

SECOND SECTION
Purpose and Fields of Activity of the Center
The purpose of the center
ARTICLE 5 - (1) Purpose of the center; Based on information and communication technologies, by planning, programming and coordinating applications of the University`s associate, undergraduate, graduate and lifelong adult education programs;
a) To increase productivity by expanding higher education to new student masses, to spread knowledge and skills to wider audiences,
b) To increase the effectiveness and efficiency of education with multiple and interactive environment opportunities provided by technology,
c) Facilitating academic interaction and solidarity within the University, among universities, in cooperation with national and international institutions and organizations by sharing educational opportunities. To this end, to assist the institutions and organizations in the needs and requests of distance education, to develop e-learning based courses and programs in associate, undergraduate, graduate and lifelong adult education and to support the courses offered at the university with e-learning methods and materials,
ç) To conduct research-development and application studies on distance education,
d) To contribute to the development of distance education system by adapting the education programs of public and private sector institutions to e-learning environments,
e) To provide academic and technical support to all stages of the distance education system,
f) To take measures to ensure that all administrative, technical and academic activities related to the conduct of distance education without interruption are carried out in accordance with the relevant legislation,
g) To ensure the management and management of the education and training management system software regularly and smoothly in the implementation of distance education,
ğ) Designing, purchasing or updating any software that will be needed for the distance education system at the university or updating the existing software in cooperation with the IT Department,
h) Developing and implementing internet-based teaching materials for courses, seminars or courses to be realized as distance education applications,
i) To develop solution methods, to provide product and consultancy services for the establishment of distance education systems in different units or other universities at national and international level, or to provide such services by using the university infrastructure,
i) Transferring the accumulation of knowledge to relevant institutions and organizations, cooperating with local and foreign organizations in research and applications related to distance education, making publications,
j) To support the courses given at the university by distance education upon request.

Activity areas of the center
ARTICLE 6 - (1) The activity areas of the center are as follows:
a) To plan courses, seminars, conferences and similar courses, training programs for the public, private sector, national and international institutions, organizations and individuals, and to coordinate these activities.
b) To plan and carry out courses and programs for university educational institutions and other higher education institutions within the scope of distance higher education.
c) in accordance with applicable legislation, experts in the field of academics at universities in Turkey and other countries in the common associate, bachelor`s, master`s and doctoral exams required to generate altyapıyısağl and educational applications.
ç) For the purposes of the center, to follow the development of communication and information technologies required by distance education, to design systems for applications and to carry out all technical works related to distance education.
d) To provide communication, interaction and cooperation with national and international institutions and organizations on the technological and communication related infrastructure of distance education.
e) To cooperate with universities and other public institutions and organizations providing communication services on distance education issues.
f) To follow relevant legislation on distance education, to plan and organize new developments and practices in this context.
g) To conduct research and development studies on distance education issues.
ğ) To prepare course contents for the distance education studies carried out by the university or to help prepare course contents.
h) To prepare software automations and course contents needed in both internal and external projects, to make accreditations, to provide consultancy on these issues, to provide the necessary coordination.
i) Information society and scientific development in the transition of Turkey to assist the development of applications on the nature of the dissemination via e-learning and making technological research.
i) Developing projects for lessons, seminars, conferences and similar works for lifelong education to be provided within the scope of distance education to public and private organizations, and to ensure the realization of the developed projects.
j) To cooperate with local and foreign organizations in research and applications related to distance education.
k) To carry out the necessary studies to ensure that all tasks related to distance education are updated according to changing and developing technology or conditions.
THIRD SECTION
Management Bodies and Duties of the Center
Managing bodies of the center
ARTICLE 7 - (1) The administrative organs of the center are as follows:
a) Manager and Deputy Director
b) Board of Directors
Manager and Deputy Manager
ARTICLE 8 - (1) The Director is directly responsible to the Rector and is appointed by the Rector for three years from among the university lecturers. The expired Manager can be re-appointed.
(2) In order to assist him in the work of the Director, he assigns maximum two persons as the Vice Rector, among the permanent academic staff of the University, and with the consent of the unit superiors. In case of the termination of the director`s duty, the duty of the Assistant Managers also ends. The manager leaves one of his deputies as a deputy when he is not in charge. However, if the power of attorney is more than six months, the duty of the Director ends and the new Director is appointed according to the first appointment procedure. The manager can change his assistants when necessary.
Duties of the manager
ARTICLE 9 - (1) The duties of the director are as follows:
a) To represent the center.
b) To implement the working program prepared by the Board of Directors and the decisions taken.
c) To manage the units under its management for the purposes of the Center.
ç) To ensure that the activities of the Center are regularly carried out and developed.
d) To ensure coordination and cooperation with the faculties, institutes, colleges, vocational schools and other units within the University and the programs and activities implemented in the departments affiliated to the rectorate.
e) To present the activity report to be prepared at the end of each year and the work schedule for the next year to the Board of Directors.
f) To report to the Rectorate about the activities of the Center at the end of each year.
g) To chair the Board of Directors.
ğ) To provide technical and academic support for all kinds of distance education students and lecturers.
h) To fulfill other duties assigned by the Rector.

Board of Directors
ARTICLE 10 - (1) Board of Directors; The Director consists of a total of five members, including the Vice-Directors and the teaching staff concerned with the field of study of the Center, two members appointed by the Rector for three years upon the proposal of the Director. The Board is chaired by the Director. The term of office of the members of the Board of Directors is three years. The new member is assigned in the same way to complete the remaining period instead of the member who left before the expiration date. Members whose term has expired may be re-appointed by the same procedure.
(2) The Board of Directors convenes at least twice a year. The Manager may call the Board of Directors for a meeting when deemed necessary or upon the written request of more than half of the members. The membership of the member who does not attend the Board of Directors meeting without apology three times in a row decreases automatically. The Board of Directors convenes with the absolute majority of the total number of members and decisions are taken by majority of votes, abstaining votes are not cast.
Duties of the Board of Directors
ARTICLE 11 - (1) The duties of the Board of Directors are as follows:
a) To make decisions about the management of the center.
b) To discuss the activity report to be submitted to the Rectorate.
c) To evaluate the financial support requests of researchers and practitioners to participate in research, publications and scientific meetings related to distance education.
ç) To evaluate the business and project proposals sent to the center and make suggestions.
d) To establish working groups and commissions required for the center.
FOURTH SECTION
Miscellaneous and Final Provisions
Staff need
ARTICLE 12 - (1) The academic, technical and administrative personnel needs of the center are met with the personnel to be assigned by the Rector upon the proposal of the Director in accordance with the relevant legislation.
Exam and evaluation
ARTICLE 13 - (1) The exams to be held by the Center and the evaluation of these exams are carried out in accordance with the provisions of Çankırı Karatekin University Associate and Undergraduate Education Regulation published in the Official Gazette dated 11/9/2012 and numbered 28408.
Cases without provisions
ARTICLE 14 - (1) In cases where there is no provision in this Regulation, other relevant legislation provisions, Board of Directors, University Board of Directors or Higher Education Council Decisions are applied.
Force
ARTICLE 15 - (1) This Regulation comes into force on the date of its publication.
Executive
ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of Çankırı Karatekin University.
